                                                                   Code Compliance Officer
                                                                       

Position Status: Non-exempt

General Functions:
This position is responsible for investigating complaints regarding violations of the Village’s Code of Ordinances and for enforcing the Village’s Code. Tasks related to conducting field inspections, managing code compliance cases and educating the public and contractors about the Village’s Code are performed independently. 

 

Illustrative Tasks

  • Provide excellent customer service in an effort to educate residents and contractors within the Village about the Village’s Code of Ordinances and other policies and regulations.
  • Work patiently with individuals who have little or no prior knowledge of the requirements of the Village’s Code.
  • Issue: stop work orders for unpermitted construction-related activity, citations, notices of violation, notices of hearing and notices of compliance in accordance with the Village’s Code Compliance Ordinances and Land Development Regulations.
  • Inspect, monitor and evaluate complaints and violations to determine level of compliance or non-compliance with prescribed regulations, guidelines and codes.
  • Respond promptly to citizen complaints and requests for information or questions.
  • Conduct re-inspections as scheduled to achieve and maintain credibility.
  • Collect information and enters information into code compliance case management software, including:  narratives, photos, confirmation of property ownership and applicable code violation information.
  • Present cases to the Code Compliance Hearing Officer / Special Magistrate.
  • Work with the Village Attorney’s Office to coordinate hearings and ensure proper due process.

 

Minimum Qualifications for Position:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • A High School Diploma or GED is required.
  • Three (3) years’ experience in code compliance or a closely related field is required.  Experience in environmental regulation and enforcement is preferred. A combination of comparable education and experience will be considered. 
  • Ability to obtain Florida Association of Code Enforcement (FACE) Level I Certification within six (6) months of hire date is required.  Possession of FACE Level I Certification is preferred.
  • Must possess and maintain a valid Florida Driver's license.  A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
  • Good written and verbal communications skills and ability to effectively interact with the public, with coworkers and with employees of other governmental agencies in a courteous, tactful and impartial manner are required.
  • Familiarity with Microsoft Office Applications (Outlook, Word, Excel, Power Point) and aptitude to learn and work with CityView software applications are required.

                                                                Building Inspector – Full Time

 

Islamorada, Village of Islands, is seeking a Building Inspector with an additional vocation preferred. Reviews construction plans and drawings for compliance with technical codes and inspects new and existing buildings and structures to enforce conformance to adopted laws, codes and ordinances, approved plans, specifications, and standards by performing the following duties. Position requires us of Village vehicle in performance of duties.

Additional Trades consist of:
Mechanical
Inspects air-conditioning, ventilation, heating, and refrigeration equipment and installations in residential and commercial buildings and facilities to ensure that components such as ducts, disconnect switches, fire damper, exhaust systems, condensate drain lines, etc. are properly installed and comply with the Florida Mechanical Code.

Plumbing
Inspects drainage and plumbing systems (drainage, waste, vents, and water pipes) for leaks, proper size/type and slope to ensure compliance with approved plans and Standard Plumbing Codes. Examines fixtures, appliances, and special fittings (petroleum) for proper vent size, height, vent caps, approved materials, location, leakage, cut-off valves, temperature/pressure release valves, back-flow preventers, trap primers, etc. to ensure compliance with and the Florida Plumbing and Fuel Gas Codes. Inspects solar systems, lawn sprinkler systems, petroleum and gas piping systems for proper cut-off valves, release valves, proper size pipes, etc. to ensure compliance with Plumbing and Gas Codes.

Electrical
Inspects electrical wiring in new and existing structures for compliance with the National Electrical and Village Codes. Examines emergency power systems, exit lights, cables and equipment used at fairs, etc., temporary electrical construction equipment, air conditioning equipment, coolers, and electrical appliances to ensure they are properly installed and functional.

One-year certificate from a college or technical school; and five years’ experience in a construction or inspection related field; or equivalent combination of education and experience. Preferred State of Florida license as a Plans Examiner (Standard) and as an Inspector (Standard).  Ideal candidate would be able to inspect Plumbing, Mechanical and Electric but willing to consider candidates that can inspect any of the three applicable fields. Must maintain required licenses pursuant to F.S. 468.628(7).   Must be able to obtain Provisional Certification.

Islamorada, Village of Islands, a progressive planning environment utilizing leading growth management techniques located in the Florida Keys, is seeking an individual to fill a Planner position.

Description: Responsibilities include:

•    Provides customer assistance; responds to phone and e-mail contacts; provides planning assistance to the public regarding various land use projects and zoning activities.
•    Processes and guides developer and citizen requests through the approval process.
•    Reviews building permits; performs zoning compliance; and maintains records of letters sent.
•    Performs field inspections to gather data as part of the development review process and to verify that development projects comply with approved plans.
•    Conducts complex planning studies and review of development applications including detailed research and preparation of staff reports, maps and required notices; reviews applicant proposals; reviews and processes land development regulation amendments, re-zonings, site plans and plats.
•    Presents reports and other findings to staff, boards and the Village Council; serves as a liaison to advisory boards.
•    Supports the relationship between the Village and the public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and Village staff; maintains confidentiality of work-related issues and Village information; performs other duties as required or assigned.

Ideal candidates will have a working knowledge of the principles and practices of land use planning as well as strong communication skills and the ability to work on a variety of initiatives concurrently. The ability to work independently as well as in an overall team environment is essential.

Requirements: Master’s Degree in planning or closely related field or Bachelor’s Degree in planning or closely related field and at least one (1) year relevant experience. Demonstrated ability and experience to perform analysis and create graphics with ARC-GIS 10 preferred. AICP preferred.

Full Time Lifeguard

Responsibilities include but are not limited to performing a variety of water safety services for pool patrons and bathers using the pool facility.  The work involves prompt performance of emergency lifesaving and first aid tasks as occasions require, and care and maintenance of all equipment, pool deck, swimming pool and locker room facilities.  Work is performed under direct supervision of the Parks Program Manager.

Position requires a High School Diploma or equivalent, Red Cross Lifeguard Training Certification including First Aid, CPR for Professional Rescuer, and Water Safety Instructor Certificate or equivalent and a valid Florida Driver's License.  Previous experience at a pool or beach facility preferred.  Evening and weekend hours required.
